Just be patient and give the cat plenty of time and space to get used to his new home. I adopted 2 shelter cats in the last 17 years, and was told to put food, water, litter in a separate room and leave the cat alone for 2 days. In both cases the cat came to seek me out within hours. You just have to follow their lead.
Play with her at the shelter to attempt to evaluate her personality. I have worked at the ASPCA in Manhattan, and they evaluate all animals and give them “personality” classifications.
